Does my international friend have a chance of transferring to UCLA?

She's currently a senior in high school living in a European country. Next summer her mom is going to rent a home in Santa Monica for them while my friend will go to Santa Monica College. If she gets top grades there, does she have a chance of getting in? Or does her being an international student affect? She really wants to get in. She has also been to UCLA for 2 summers to take college credit and SAT prep classes (for high school students) if that matters at all.

Why not go straight to UCLA? She has just as much chance now as two years from now.

Best would be for her to talk to the Office of International Students at UCLA before she starts at Santa Monica College. They can tell her exactly what will be required for her to transfer.

The transfer rate from SMC to UCLA is just slightly above the CA community college average for transfer applicants, which is about 30%. Being an international student, she will pay non-resident fees of $23,000 more than resident tuition a year to UCLA, and that does help with admissions. UCLA has been recruiting non-resident students for the extra fees. Tuition for her will be about $36,000 an academic year, plus international students usually have to purchase health insurance for about $1200 a year. She will still have to be fully qualified, as they get top international students applying to UCLA.

UCLA has a Honors/Scholars community college transfer program that gives priority consideration for transfer to UCLA College of Letters and Science. It's not the community college transfer guarantee that is available at many of the other UC's upon completion of the program, but it's very helpful. Community college transfers have the highest priority for transfer to the UC's.

It's impossible to say if your friend will be admitted to UCLA, as only about 30% of transfer applicants are admitted. But she has as much chance as anyone who is a similar student, it doesn't matter if she's an international student if she meets the requirements. She might also want to look into the guaranteed transfer programs (TAG) to other UC's, I believe international students may participate in most/all of the programs.
